Thank you for organizers' efforts to integrate various water environmental issues.
I would like emphasize that ISLAND WATER CYCLE management is very important. In former Bangkok WS, we have discussed about it. we must pay attention "torrenterial" water management in many islands in the Asia-Pacific region.

I plan to discuss on this island water cycle conservation and restoration in two open events in Beppu. Island water specialists will join.

We, Water Resources Environment Technology Center, had already suggested that Outline of recommendations for Theme C: Water for Development and Ecosystems Draft for comment 20 July 2007 should be revised as the attachment. But our suggestions were not reflected in final draft 12 October 2007.
But we have heard from our friend attended the meeｔing of 21st October 2007 regarding a draft policy brief of APWS that ”…MDG goals and targets can be reduced if…” , the part of sentences we pointed out, will be revised to “…MDG goals and targets can be more effective if…” at least.
We’ll agree with this revise and please be sure to be revised.

The region needs to move beyond the general goals of IWRM to commit to more specific, tangible and achievable objectives in support of linking human development and ecosystem maintenance. Decision-makers of the region should invest in ecosystems as development infrastructure, as systems that need to be maintained, restored, monitored, and managed. Further capital investment in water infrastructure for water supply, sanitation, flood control, but also irrigation to meet MDG goals and targets can be reduced if essential ecosystem services provided by the aquatic ecosystems, the upstream watersheds, and the agricultural landscapes are recognized, maintained, and/or restored.

Our　Comment to above sentences
The scientific mechanism of reducing the capital investment in water infrastructure is not shown, and the description about how to reduce the investment is obscure in this paper. At least the situations or conditions in which the investment can be reduced have to be shown. And the necessity of investment in the situation or condition in which the investment can not reduced has to be also described.
