Any of these threats - especially their combination - can lead to the death of thousand people, leave millions people without a roof over the head and means of subsistence, to destroy an infrastructure, to cause problems with delivery of food and other goods, to poison the rivers and to cause long-term harm to people's health and to the economy.]]>
      <![CDATA[Among the Central Asian countries Tajikistan due to its geographical position is more vulnerable to disasters. In this regard many international organizations and donors are supporting Governments efforts on preparedness, prevention and response to disasters and mitigation of their impact. In 2001 in Dushanbe it was established Rapid Emergency Assessment and Coordination Team (REACT) - the Disaster Management Partnership in Tajikistan. The main objective of REACT creation was promotion the sharing of information, logistics and other resources between partners active in the disaster management sector, including the Ministry of Emergency Situations (Committee on Emergency Situations and Civil Defense - since December 2006) and the Government of Tajikistan. 

The group that involves over 50 state, local and international organizations and entities meets regularly to coordinate and share experiences on issues related to various areas of disaster management, including preparedness, response, mitigation and capacity building activities with national bodies. During emergency situations the partnership works closely together, coordinating response and assistance.

Flooding occurs in coastal, deltic areas and river basins. Towns and villages are flooded with loss of life and properties. The sporadic urbanisation, unsustainable construction in water basins, filling up and silting of canals and waterbodies and inadequate drainage system are increasingly causing flood disasters in cities besides natural disasters. There are larger issues like deforestation, creation of artificial lake, construction of large dams, largescale landuse changes etc. Climate changes are expected to bring more disaster to low level countries. ]]>
      <![CDATA[Various engineering measures are generally taken up but often localised in construction of embankment, dykes, dredging of river beds etc. An integrated landuse plan with identified flood hazard area, inundation area, evacuation and rehibilitation area etc is required. Proper flood hazard maps, with baseline survey and data with the help of geographical information system are to be prepared. Legislative regulation for disaster prevention and mitigation and flood plain management in floodway and floodfringe are essential. <a href="http://www.apwf2.org/weblog/disaster/images/Urban_Flooding_Kolkata_2.php" onclick="window.open('http://www.apwf2.org/weblog/disaster/images/Urban_Flooding_Kolkata_2.php','popup','width=278,height=204,scrollbars=no,resizable=no,toolbar=no,directories=no,location=no,menubar=no,status=no,left=0,top=0'); return false"><img src="http://www.apwf2.org/weblog/disaster/images/Urban_Flooding_Kolkata_2-thumb.jpg" width="200" height="146" alt="Urban Flooding, Kolkata" /></a>Recharging ground water, retention of sediment and nutrient for good agriculture and water for wetland and fishery are positive impacts. Flood management with both structural and non structural measures will be for larger area. Public awareness campaign and citizen participation help in this. In many countries flood forecast and warning centres have been established. On the whole, an integrated and holistic plan for larger river/water basin area is needed.

In many countries coastal areas are vulnerable to natural disaster and there are advarse environmental impact on fragile ecology, flora and fauna. There is increasing pollution and urbanisation. ]]>
      <![CDATA[A coastal zone is unified by water – rivers, canals, marshes, wetlands, estuaries, lagoons, flood plains, aquifer and recharge area, and various areas according to nature of water which can be identified. There are upstream pollution and siltation and lack of coordination between upstream and downstream areas. After the tsunami disaster, some coastal regulations have been enforced and disaster warning system has been built but an integrated coastal zonal management with participatory development is still a reality with environmental parameters – physical, biological and ecological. It requires an integration of water system with agriculture, irrigation, forestry, biodiversity human settlement, information etc.

Mangrove forests reduce disaster vulnerablity. The tidal swamps and estuaries are degraded by deforestation,. In future, due to climate change and sea level rise coastal areas are likely to be more vulnerable. An Integrated coastal planning and management with conservation, environment and development components is needed. The Unesco has declared it as the World Heritage site.  The Unesco’s man and Biosphere programme outlines three functions – conservation, development and logistic support.

The APWF’s partners as well as professional experts and scientists in the field of disaster risk management are invited and urged to post their contributions for the formulation of a synthesis document of key messages that shall including policy recommendations and validated measures to reduce loss of life and livelihood from water-related disaster.

Policy recommendations if proposed shall also include discussion on the need to adopt the recommended policy and its potential impact, the institutional need to adopt the policy, and monitoring the impact effectiveness of the policy. ]]>

has created an adequate platform in the Asia Pacific region to share knowledge and experiences for effective and sustainable implementation of the

</o:p>The </span><span style="font-size: 10pt; font-family: Arial;" lang="EN-GB"><a href="http://www.apwf2.org/weblog/disaster/Downloads/Theme_B_Concept.pdf">Concept Paper of the Disaster Management Theme</a></span><span style="font-size: 10pt; font-family: Arial;" lang="EN-US"> was formulated by the lead organizations ICHARM and WHO with the aim to clarify and establish a common language and focused dialog on the basic concepts and issues to be promoted to the First Asia Pacific Water Summit.
