Strong and appealing messages should be delivered to urge and encourage heads of states and leaders to take prompt actions and to implement projects for effective and holistic water-related disasters reduction in their respective countries and the Asia-Pacific region as a whole.

The APWF’s partners as well as professional experts and scientists in the field of disaster risk management are invited and urged to post their contributions for the formulation of a synthesis document of key messages that shall including policy recommendations and validated measures to reduce loss of life and livelihood from water-related disaster.

Policy recommendations if proposed shall also include discussion on the need to adopt the recommended policy and its potential impact, the institutional need to adopt the policy, and monitoring the impact effectiveness of the policy.

Comments

It's about time we stop general recommendations that only prolong the stalemate we have been continuously trying to move-out of to no avail. From thematic recommendations, we go to specific recommendations, such as enforcement of policy options/recommendations. We all know that good policies are already in-place in each government of water-related disaster affected countries. The only thing left to do is implement these policies effectively. Meaning, barring all constraints, the stakeholders should arrive at a win-win solution in the implementation of the policy which objective is really for the welfare of the particular country as a whole. Thus, may I recommend that experts choose specific policy on floods and other water-related disaster management issues. Then recommend how it would be successfully implemented to its perceived objectives. Describe all resources needed, expected benefits & losses if there are (impacts), approaches to win all contending players/stakeholders, institutional bodies e.g., implementor, maintainance/sustainer, funding sources. One glaring though introductory policy that is left unimplemented because it is very general is " all waters belong to the State..." if we start paring this down to specific policies like "urban waterways must be free of encroachments" we might find some steps to start on. Yes, there must have been steps already taken but why it would take so long to fully and successfully implement this policy is I think the issue to be looked into by this forum.

United Nations Secretary-General calls for unity against climate change and better access to water resources

Some 200 million people could be permanently displaced by 2050 due to the effects of climate change, such as rising sea levels, freshwater scarcity and the reduction of agricultural capacity in some regions of the planet. Will the cumulated effects of climate change have a decisive influence on international peace and security? Over 50 delegations tried to answer this question on 17 April 2007, when the United Nations Security Council examined the relationship between energy, security and climate for the first time in its history.

UN Secretary-General Ban Ki-moon called for a ‘long-term global response’ to deal with climate change, along with unified efforts involving the Security Council, Member States and other international bodies to deal with the problem of scarce resources, warning that countries’ lack of access to water, energy and other essentials can lead to conflict.
