Call For Discussion

During the regional process leading up to the 4th World Water Forum, it became clear that several water-related issues and challenges were common across the entire Asia-Pacific region. Among these water issues, water-related disasters triggered by too much water or too little water are major challenges that our nations need to promptly overcome in order to ensure human security and poverty alleviation as well as for economic development. In this direction, the Asia Pacific Water Forum has created an adequate platform in the Asia Pacific region to share knowledge and experiences for effective and sustainable implementation of the objectives and goals adopted by the Millennium development Goals, the Hashimoto Action Plan and the Hyogo Framework for Action.

Topic 1: Setting Targets

Under this Topic we welcome dialogue on setting targets/goals for water-related disaster reduction in the Asia Pacific region as an input to the Asia Pacific Water Summit. Contributors are highly encourage to refers and cross-link, when ever appropriate, their proposals to the adopted international goals and targets mainly the Millennium Development Goals (MDGs), the Hyogo Frame for Action: 2005-2015, and the Hashimoto Action Plan.

Topic 2: Setting Strategies

Under this Topic we welcome proposals for actions (policy, measures and strategies) to meet the adopted APWF goals for disaster reduction. Incentives and strategies for identifying the existing gaps and initiate activities for addressing key issues in collaborative manner among the wide variety of stakeholders are particularly encouraged. Some of the proposed topics to be included under this topic are found in chapter 2 of the Theme B Concept Paper under the title “Topics to be covered under the theme”.

Topic 3: Setting Indicators

Under this Topic we welcome discussion to identify quantifiable key indicators to measure performance of adopted measures strategies as well as the effectiveness of proposed policies in disaster reduction. Linkage and discussion on the applicability of identified indicators by the "HF Dialogue: Assessing progress towards disaster risk reduction within the context of the Hyogo Framework" are strongly encouraged.

Topic 4: Propose a Pilot Project

Under this Topic we welcome discussion to identify the themes and core of the pilot project proposals. The aim and prospective outcomes of the project proposal are detailed in the Theme B Concept Paper . This weblog discussion is also expected to refine and reshape the proposed aims and applications of the pilot projects.

Concept Paper and Generals

Under this Topic we welcome general comments on the organization of this weblog discussion on Theme B Disaster management and any specifics to update and/or reformulate the Concept Paper for Theme B “Disaster Management” . Particular attention should be given to Chapter 4 of the concept paper "Input to the 1st Asia-Pacific Water Summit"
