Disaster Management in Tajikistan

Central Asia is subject to more than 20 various types of the dangerous natural phenomena, including earthquakes, cloudbursts, landslips, avalanches and floods caused by breaking of glacial lakes. Any of these threats - especially their combination - can lead to the death of thousand people, leave millions people without a roof over the head and means of subsistence, to destroy an infrastructure, to cause problems with delivery of food and other goods, to poison the rivers and to cause long-term harm to people's health and to the economy.

URBAN FLOODING – DISASTER PREVENTION AND MITIGATION

Flood management with integrated holistic plan

Urban Flooding, KolkataFlooding is an annual event in many cities in monsoon region. Flooding occurs in coastal, deltic areas and river basins. Towns and villages are flooded with loss of life and properties. The sporadic urbanisation, unsustainable construction in water basins, filling up and silting of canals and waterbodies and inadequate drainage system are increasingly causing flood disasters in cities besides natural disasters. There are larger issues like deforestation, creation of artificial lake, construction of large dams, largescale landuse changes etc. Climate changes are expected to bring more disaster to low level countries.


COASTAL PLANNING, CONSERVATION OF BIOSPHERE AND WATER

Case Study from coastal area of Bengal

Coastal DisasterOne third of the world’s urban areas is on the coast. In many countries coastal areas are vulnerable to natural disaster and there are advarse environmental impact on fragile ecology, flora and fauna. There is increasing pollution and urbanisation.


Drafting Schedule of Recommendation

(Recommendation must be within 5pages. Annex could be attached if it is more than 5pages.)

  • Draft outline of recommendation (content and brief description of what should be contained in each item) is to be uploaded on the APWF website by May 7th
  • Comments on draft outline will be collected by Water Weblog until June 30th
  • Preliminary draft Recommendation is to be presented at the 2nd GC meeting (July 12-13th)
  • The first draft Recommendation is to be distributed at 2nd SC (August 6th) and uploaded on the website (also e-mailed to GC member in charge of each theme)
  • Comments on the first draft Recommendation will be collected by Water Weblog until September 30th
  • The 2nd draft Recommendation is to be uploaded on the APWF website by October 12th (also e-mailed to GC member in charge of each theme)
  • APWF will combined all Recommendations into a draft “Policy Brief”
  • Working Group meeting on draft Policy Brief will be held in Kuala Lumpur on the occasion of the South-east Asia Water Forum(October 21-25)
  • APWF will finalize Policy Brief by November 16th

    *To ensure participation of water stakeholder in drafting process each deadline must be kept strictly.

Strong and appealing messages should be delivered to urge and encourage heads of states and leaders to take prompt actions and to implement projects for effective and holistic water-related disasters reduction in their respective countries and the Asia-Pacific region as a whole.

The APWF’s partners as well as professional experts and scientists in the field of disaster risk management are invited and urged to post their contributions for the formulation of a synthesis document of key messages that shall including policy recommendations and validated measures to reduce loss of life and livelihood from water-related disaster.

Policy recommendations if proposed shall also include discussion on the need to adopt the recommended policy and its potential impact, the institutional need to adopt the policy, and monitoring the impact effectiveness of the policy.

On the Asia-Pacific Water weblog, lively discussions are going on among stakeholders regarding the proposals for the 1st Asia-Pacific Water Summit, to be held in December this year. To stimulate discussions, we invite you to offer contents to be posted on the weblog. We are looking forward to your submissions on the following subjects:


Call For Discussion

news.bbc.co.uk/1/hi/world/1887451.stm During the regional process leading up to the 4th World Water Forum, it became clear that several water-related issues and challenges were common across the entire Asia-Pacific region.

Among these water issues, water-related disasters triggered by too much water or too little water are major challenges that our nations need to promptly overcome in order to ensure human security and poverty alleviation as well as for economic development.

In this direction, the Asia Pacific Water Forum
has created an adequate platform in the Asia Pacific region to share knowledge and experiences for effective and sustainable implementation of the
objectives and goals adopted by the Millennium development Goals, the Hashimoto Action Plan and the Hyogo Framework for Action.


Topic 1: Setting Targets

Under this Topic we welcome dialogue on setting targets/goals for water-related disaster reduction in the Asia Pacific region as an input to the Asia Pacific Water Summit.

Contributors are highly encourage to refers and cross-link, when ever appropriate, their proposals to the adopted international goals and targets mainly the Millennium Development Goals (MDGs), the Hyogo Frame for Action: 2005-2015, and the Hashimoto Action Plan.

Topic 2: Setting Strategies

Under this Topic we welcome proposals for actions (policy, measures and strategies) to meet the adopted APWF goals for disaster reduction. Incentives and strategies for identifying the existing gaps and initiate activities for addressing key issues in collaborative manner among the wide variety of stakeholders are particularly encouraged. Some of the proposed topics to be included under this topic are found in chapter 2 of the Theme B Concept Paper under the title “Topics to be covered under the theme”.

Topic 3: Setting Indicators

Under this Topic we welcome discussion to identify quantifiable key indicators to measure performance of adopted measures strategies as well as the effectiveness of proposed policies in disaster reduction. Linkage and discussion on the applicability of identified indicators by the "HF Dialogue: Assessing progress towards disaster risk reduction within the context of the Hyogo Framework" are strongly encouraged.

Topic 4: Propose a Pilot Project

Under this Topic we welcome discussion to identify the themes and core of the pilot project proposals. The aim and prospective outcomes of the project proposal are detailed in the Theme B Concept Paper . This weblog discussion is also expected to refine and reshape the proposed aims and applications of the pilot projects.

Concept Paper and Generals

Under this Topic we welcome general comments on the organization of this weblog discussion on Theme B Disaster management and any specifics to update and/or reformulate the Concept Paper for Theme B “Disaster Management” . Particular attention should be given to Chapter 4 of the concept paper "Input to the 1st Asia-Pacific Water Summit"
